Moves the deadline for filing Statements of Candidacy from the fourth Friday in April to the third Friday in April for candidates seeking Town Council positions in Georgetown

Replaces newspaper publication requirements for election notices with mandatory posting on the Town's website, while maintaining physical posting requirements at Town Hall and one other public location

Reduces the Board of Elections from a flexible 3 or 5 person panel to a fixed 3-person board, with members required to be qualified voters who are not elected officials, candidates, or immediate family members thereof

Changes tie vote resolution from a decision by the Board of Elections to a mandatory special election held within 30 days, with voter registration remaining closed until after the special election

Requires candidates to file a Certificate of Intention or Statement of Organization with the State Election Commissioner within 7 calendar days of declaring candidacy
