Suspends the Delaware Performance Appraisal System II for the 2020-2021 school year and replaces it with an observation and feedback cycle focused on coaching support for hybrid and remote learning practices.

Requires the observation and feedback cycle to include initial goal setting, classroom observation, and end-of-year conference between educator and evaluator.

Prohibits evidence collected and feedback provided during observations from being used in the evaluation cycle or to assign a summative rating for the 2020-2021 school year.

Requires feedback to be recorded in the Data Service Center platform with component and criterion level ratings, but limits educators to completing only a goal setting form and verification form.

Stipulates that recommendations on performance may not result in a formal improvement plan, though formal improvement plans already in place for 2020-2021 remain in effect through the next evaluation cycle.
