Expands the definition of "overdose death" from deaths involving only opiates, fentanyl, and heroin to deaths caused by any controlled substance.

Changes the regional review teams' mandate from reviewing only overdose deaths involving opiates, fentanyl, and/or heroin to reviewing all overdose deaths.

Clarifies that the Commission must investigate and review the facts and circumstances of all overdose deaths occurring in Delaware, with reviews delayed if criminal investigations are ongoing.

Requires the Commission to make annual recommendations to the Governor and General Assembly regarding practices and conditions impacting overdose deaths and steps to reduce their frequency.

Updates language throughout to replace "shall" with "must" and clarifies grammatical phrasing while maintaining confidentiality protections for individuals and nongovernmental entities.
