Creates a special license plate for members of "atTAcK addiction," a nonprofit organization, requiring at least 50 applications before the Division of Motor Vehicles approves issuance.

Adds "atTAcK addiction" to the list of organizations exempt from the standard 200-application minimum requirement for special license plates.

Makes technical corrections to existing law to conform to Delaware Legislative Drafting Manual standards, including changing "shall" to "does" and "Director" to "Division" in relevant sections.

Requires a three-fifths majority vote in both houses of the General Assembly due to Delaware Constitution Article VIII, § 11, which mandates supermajority approval when new license fees are imposed.
