Adds "bottle club" definition to Delaware Code § 101, defining it as an establishment operated for profit where customers bring alcoholic liquors onto premises to consume and remove upon departure.

Clarifies that bottle clubs are not considered clubs under Delaware law and permits the Commissioner to issue bottle club licenses to qualifying establishments.

Allows restaurants meeting state standards to operate as bottle clubs on any day of the week and holidays, except between 2:00 a.m. and 9:00 a.m., when alcohol consumption is prohibited.

Permits persons renting premises for weddings or social gatherings with adequate food to obtain a bottle club license, allowing customers to bring their own alcohol, with off-site catered events requiring the caterer to provide all alcohol.

Makes technical corrections and conforming changes to Delaware Code Title 4 to align with legislative drafting standards.
