Adds "yard waste" to the list of prohibited materials that cannot be thrown or deposited on highways or adjacent property in § 4189 of Title 21.

Defines "yard waste" as decomposable waste materials from yard and lawn care, including leaves, grass trimmings, brush, wood chips, and shrub and tree trimmings.

Creates an exemption allowing yard waste placement on highways when done in compliance with state, county, municipal, or private program requirements for collection and disposal.

Updates statutory language for clarity, replacing "No person shall" with "A person may not" and "shall be fined" with "is subject to a fine of" throughout the section.

Maintains existing penalty structure: violations are unclassified misdemeanors with fines of $115 minimum for first offense and $125-$287.50 for second offense within 2 years, plus up to 8 or 25 hours community service respectively; violations on Delaware byways carry an additional mandatory $500 penalty.
