Applies prevailing wage requirements to University of Delaware projects exceeding $500,000 for new construction or $45,000 for alteration, repair, renovation, or reconstruction work that uses state appropriated funds.

Designates the University of Delaware as a "state agency" solely for purposes of prevailing wage law compliance, without expanding or limiting its duties and liabilities under other governing statutes.

Makes technical corrections to Title 29 of the Delaware Code to conform language to the Delaware Legislative Drafting Manual standards and ensure consistency across prevailing wage provisions.
