• Moves Town Council organizational meeting to occur as soon as practicable after the sixth day following election certification, instead of the first Monday in May, allowing newly elected members to take office sooner.

• Simplifies the vacancy-filling process for Town Council by removing the requirement that the next annual election be more than four months away and streamlining nomination and election procedures.

• Establishes at-will employment for all Town employees without an employment contract and allows the Town to hire a Police Chief and Town Manager under employment contracts with specific terms regarding renewal and removal.

• Allows the Town to issue quarterly supplemental tax assessments with a 3% discount if paid within 30 days and penalties after 90 days, and clarifies the Town's ability to recover collection costs including court costs and attorney's fees.

• Authorizes the Town to enforce removal of snow, ice, and dirt from sidewalks and gutters, and to assess individual members of homeowners' associations for Town expenses when the association fails to pay or ceases operating.
