Removes prohibition on health-care practitioners referring patients to registered compassion centers and allows them to hold financial interests in compassion centers, subject to regulations.

Updates terminology throughout the medical marijuana program to replace "physician-patient" relationships with "health-care practitioner-patient" relationships to reflect the expanded practitioner categories.

Modifies language regarding registry identification card expiration and patient notifications to use present tense rather than mandatory ("shall") language in certain administrative procedures.
