Prohibits the discharge of Class B firefighting foam containing intentionally-added PFAS chemicals in Delaware, with exceptions for fire prevention, emergency firefighting operations, and controlled training/testing scenarios

Allows training and testing with PFAS-containing foam only at facilities that have implemented containment, treatment, and disposal measures to prevent environmental releases

Does not restrict the manufacture, sale, or distribution of Class B firefighting foam containing PFAS chemicals, only their discharge

Permits continued use of non-fluorinated foams, including other Class B foams without PFAS, for firefighting training purposes

Takes effect on the first January 1 following enactment and reorganizes Title 16 to rename Chapter 66 as "Fire Prevention and Firefighters" with a new Subchapter IX specifically addressing firefighting foam
