Expands the Department of Correction's Education Assistance Fund eligibility from correctional officers only to all Department employees holding positions at paygrade 15 or below.

Covers tuition prepayment for courses in corrections, public safety, criminal justice, psychology, sociology, and related fields at Delaware colleges and universities.

Employees in food service, mechanical, or building trades and maintenance areas are eligible for prepayment for classes related to their specific field or trade.

Employees must maintain a C average or better to remain eligible and must repay funding if terminated for cause or if they leave voluntarily during funded courses (except for previously completed semesters).

Creates a new Subchapter III under Title 29, Chapter 89 and makes technical corrections to conform to Delaware Legislative Drafting Manual standards.
