Applies to state parks, state forests, and other land administered by the Department of Natural Resources and Environmental Control or Department of Agriculture.

Defines "hunter orange" as daylight fluorescent orange with specific technical specifications: dominant wavelength between 595-605 nanometers, excitation purity of at least 85%, and illuminous factor of at least 40%.

Classifies violation as a class D environmental violation subject to $50-$100 fine for first offense, with jurisdiction in Justice of the Peace Court.

Requires departments to post notice that an area is designated for deer hunting and that hunter orange is required; failure to provide notice is an affirmative defense that results in complaint dismissal.
