Amends § 708 of Title 18 regarding distribution of insurance tax proceeds to police and firefighter pension funds

Clarifies that eligible retirees must be alive on July 1 of each biennial payout year to receive distributions from the special fund

Changes the definition of "eligible retiree" from those who retired before June 30, 2016 to those who retired before June 30, 2018

Establishes three categories of eligible retirees (20+ years retired, 10-20 years retired, and less than 10 years retired) with payment amounts scaled accordingly (3x, 2x, and 1x multipliers)

Maintains restrictions including a $500,000 minimum fund balance after distributions, a $3,000 maximum payment per individual in the longest-retired category, and a $35,000 annual pension income cap for eligibility
