Requires insurers to deliver written notice at least 30 days before the end of a policy period either offering to renew the policy or stating the intention not to renew with specific reasons for nonrenewal.

Provides that if an insurer fails to comply with renewal notice requirements, coverage is automatically deemed renewed under the same terms and conditions until the named insured accepts replacement coverage or agrees to nonrenewal.

Makes technical corrections to conform existing law to Delaware Legislative Drafting Manual standards, including clarifying language regarding agents and brokers.
