Allows property insurance policies to restrict assignment of rights and benefits only to persons with legal authority to represent the named insured, such as those with power of attorney, licensed public adjusters, or comparable representatives.

Explicitly prohibits property insurance policies from being assigned to property repair contractors unless they have legal authority to represent the insured.

Prevents property repair contractors from circumventing public adjuster licensing requirements under Delaware Code § 1751 by obtaining power of attorney from the insured.

Clarifies that life and health insurance policies and their rights and benefits may be assigned by the insured or owner alone and delivered to the insurer, subject to policy terms.

Makes technical corrections to Delaware Code Title 18, Chapter 27 to conform with Delaware Legislative Drafting Manual standards.
