Authorizes the Public Guardian to collect fees for guardianship and representative payee services from the income or resources of persons it serves.

Requires individuals with sufficient financial resources to pay for services according to standards established by the Guardianship Commission and approved by the Court of Chancery.

Grants the Court discretion to alter or amend any financial obligations imposed under the fee structure.

Directs collected fees into a special fund for the Office of the Public Guardian's operations and to support the Guardianship Commission, rather than into the General Fund.

Takes effect 8 months following enactment.
