Authorizes the Delaware Department of Transportation Secretary to erect traffic control devices on highways establishing maximum weight or height limits for vehicles and prohibiting commercial vehicle operation, with exceptions for local service or residential service

Defines key terms including "commercial vehicle," "local service" (origin, destination, or service on a restricted roadway), "residential service" (stops at buildings used as residences), and "service" (freight handling points, fuel/food/rest facilities, carrier operating facilities, or labor locations)

Requires orders issued by the Department to be published in the Register of Regulations and on the Department's website; municipalities must also submit notices to the Registrar for publication

Establishes penalties for first offense weight violations: fines of $250-$450 plus 2.3 cents per pound for excess weight up to 5,000 pounds and 5.75 cents per pound for excess weight over 5,000 pounds, or up to 30 days imprisonment

Increases penalties for subsequent like offenses at the same location: fines of $500-$650 plus doubled per-pound fines, or up to 60 days imprisonment; subsequent offenses constitute moving violations
