Repeals exemptions in the Delaware Fair Housing Act (Title 6, § 4607) and Residential Landlord-Tenant Code (Title 25, § 5116) that previously allowed landlords to refuse participation in government-sponsored rental assistance programs without facing discrimination claims.

Removes protection for landlords who discriminate against tenants using rental vouchers, certificates, or other government-sponsored rental assistance by prohibiting landlord nonparticipation from serving as a basis for administrative or judicial proceedings.

Addresses affordable housing shortage in Delaware, which has only 38 affordable rental units available for every 100 extremely low-income households.

Aligns Delaware with at least 12 other states and the District of Columbia that prohibit source-of-income discrimination covering government subsidy recipients.

Requires a two-thirds majority vote in both chambers for passage due to constitutional requirements under Article IX, Section 1 of the Delaware Constitution.
