Allows Family Court to establish a legal notices website as an alternative method for publishing notices in civil cases, including divorce, annulment, and child custody proceedings.

Permits parties to publish notice on the Court's legal notices website for a minimum of 3 successive weeks instead of requiring publication only in newspapers.

Applies to cases where personal service cannot be accomplished, including termination of parental rights cases under § 1107A, divorce/annulment cases under § 1508, and custody cases under §§ 2325, 2404, and 2504.

Maintains the option for parties to publish in newspapers of general circulation as an alternative to the legal notices website.

Makes technical corrections to Delaware Code language for consistency with legislative drafting standards, including changing "shall be" to "is" and "shall find" to "finds" throughout affected statutes.
