Requires public bodies to provide reasonable accommodations for members with disabilities to attend meetings electronically instead of in-person, unless it creates an undue burden

Mandates that virtual meeting notices include information on how the public can monitor or participate electronically, and the public must be able to provide comments through electronic means when public comment is accepted

Permits virtual meetings without an anchor location during a state of emergency or when the Governor issues an executive order to prevent a public health emergency

Specifies that members participating virtually count toward quorum, can vote, and all actions taken have the same legal effect as in-person attendance; technological problems do not invalidate meetings or actions taken
