Updates the INSPIRE Scholarship Program beginning with the 2021-2022 academic year, changing the grant award from SEED scholarship equivalency to full in-state tuition coverage at the Institution.

Establishes that INSPIRE grants are renewable if recipients meet eligibility requirements under § 3414A, but total grant amounts over a recipient's entire education cannot exceed the total amount of a SEED grant over a SEED recipient's education.

Authorizes institutions to establish their own procedures for awarding grants to eligible students, including methods to determine priority among applicants when requested grants exceed appropriated funds, considering factors such as financial need and academic achievement.

Allows institutions to reevaluate and withdraw grant awards if deliberate fraud is discovered in the application process, with recovery of fraudulently awarded grants available through legal action by the State.

Targets Delaware students with strong academic credentials and demonstrated commitment to volunteer public service, with intent to increase university enrollment and degree completion rates.
