Repeals § 3902, which previously allowed courts to impose solitary confinement of up to 3 months as part of a prison sentence for terms exceeding 3 months.

Removes language from § 6531(b) that gave priority in drug and alcohol treatment programs to inmates testing positive for illegal drugs and those serving drug-related offense sentences.

Amends § 8903(10) to require the Statistical Analysis Center to submit annual reports examining 1-year, 2-year, and 3-year rates of re-arrest and recommitment (removing "reconviction") for released offender cohorts to the Governor and legislative leadership.

Removes the July 31, 2013 deadline for submission of the first Statistical Analysis Center recidivism report.
