Expands the definition of "educator" to include teachers employed by the Delaware Division for the Visually Impaired who teach visually impaired students.

Adds minority educators as a new category eligible for the High Needs Educator Student Loan Payment Program, specifically those from racial or ethnic groups not representing the majority of the State's population.

Modifies the definition of "high needs area" to include schools where educators are members of underrepresented racial or ethnic groups.

Makes technical corrections to statutory language to conform with the Delaware Legislative Drafting Manual standards.
