Creates a Study Group to Review Compensation Payments for Certain Tax-Exempt Properties Owned by the State to evaluate Delaware Title 29 § 8318 and recommend changes to eligibility criteria and payment calculation formulas.

Study Group membership includes 2 state senators, 2 state representatives, the Secretary of the Department of Finance, the Controller General, and mayors of Wilmington, Dover, Georgetown, and Newark, plus three county administrators/executives.

Co-chairs from the majority caucus in both chambers are responsible for scheduling the initial meeting, notifying members, preparing meeting materials, and submitting a final report to legislative leadership.

Requires the Study Group to hold its first meeting by August 31, 2022, and submit a final report with findings and recommendations by December 31, 2022.

Addresses the concern that the City of Newark receives no compensatory payment under § 8318 despite holding substantial state-owned property, while other municipalities receive such payments based on a population and tax-exempt property percentage formula.
