Affirms Delaware's commitment to supporting crime victims and survivors through accessible, culturally and linguistically appropriate services in the criminal justice and social service systems

Recognizes Delaware's Victims' Bill of Rights codified in Chapter 94 of Title 11 and emphasizes victims' rights to be heard, treated with fairness, dignity, and respect

Calls for incorporating community experts, healthcare providers, faith organizations, educators, and businesses to strengthen support networks for victims and survivors of crime

Celebrates the 40-year victims' rights movement and recommits to ensuring all victims, especially those challenging to reach, receive appropriate support and access to justice
