Highlights Delaware's criminal justice reform efforts including expanded expungements, increased judicial discretion in sentencing, and reduced restrictions on professional licensure for system-impacted individuals.

Recognizes that meaningful employment is a significant predictor of successful reentry and reduced recidivism, and that reducing barriers contributes to public safety and community economic well-being.

Supports the federal recognition of Second Chance Month (proclaimed by President Biden on March 31, 2021) to raise awareness and encourage individuals, employers, congregations, and communities to extend second chances to those with criminal records.
