Honors the service and life of Delmar Police Corporal Keith Andrew Heacook, who was pronounced clinically deceased on April 28th after being assaulted while responding to a reported fight in progress.

Recognizes Corporal Heacook's 22 years of dedicated service to the Delmar Police Department and his deep ties to his community, including his 1986 graduation from Cape Henlopen High School.

Acknowledges Corporal Heacook's surviving family members: wife Susan Heacook, 12-year-old son Matthew, mother Anita Heacook, and siblings Anita Feaster, Kathy Heacook, and Tom Heacook.

Notes that Delaware Governor John Carney and Maryland Governor Larry Hogan both ordered flags flown at half-staff on April 29, 2021 in Corporal Heacook's memory.

Expresses the Delaware General Assembly's profound sympathy to the Delmar Police Department and Corporal Heacook's friends and family.
