Direct the Department of Health and Social Services to produce an annual report on Delaware's home visiting programs by December 1 each year for the Governor, State Senate, State House, Kids' Caucus, and Early Childhood Council.

Report must be created in consultation with the Department of Education and the Home Visiting Community Advisory Board.

Report must include summaries of all evidence-based home visiting models, operating agencies, funding streams, fidelity adherence, geographic reach, demographic data on families served, workforce demographics, and performance measures.

Report must address specific service delivery challenges based on needs assessments, data submission, and surveys of staff and families.

Report must include recommendations for improvement covering program financing, staff and family recruitment/retention, equitable access strategies, research-based best practices, continued services for aging children, and family engagement techniques.
