Urges the Secretary of the Navy to designate Philadelphia and both banks of the Delaware River as the site of the main 250th birthday celebrations for the United States Navy and United States Marine Corps in October and November 2025.

Highlights that the U.S. Navy was founded on October 13, 1775, when the Second Continental Congress at Independence Hall in Philadelphia authorized its first ships, and the U.S. Marine Corps was founded on November 10, 1775, at the same location.

Notes that Philadelphia has unique historical assets for the celebration, including the preserved U.S.S. Olympia (sole surviving naval vessel from the Spanish-American War) and connections to naval pioneers like John Barry and John Paul Jones.

Requests that the Navy and Marine Corps participate by bringing active-duty ships including the U.S.S. Delaware, aircraft, equipment, and personnel to the celebration.

Directs the Secretary of the Senate to send copies of the resolution to the President, Secretary of Defense, Secretary of the Navy, Commandant of the Marine Corps, and Delaware's Congressional Delegation.
