Requests the Department of Health and Social Services study how Medicaid can provide coverage for FDA-approved Prescription Digital Therapeutics (PDTs) to treat substance use disorder and opioid use disorder.

Requires DHSS to evaluate three coverage strategies: value-based agreements, preferred non-drug product lists, and pilot programs.

Cites Delaware's opioid crisis, including a 144% increase in drug overdose deaths between 2011 and 2018 and an increase in opioid-related deaths from 16.9 to 43.0 per 100,000 between 2016 and 2019.

Notes that PDTs are software-based treatments prescribed by healthcare providers and FDA-approved to provide cognitive behavioral therapy, fluency training, and contingency management, with 24/7 accessibility.
