Supports the Delaware Department of Education's review of educator certification requirements to include demonstrated knowledge of evidence-based reading instruction (the "science of reading")

Encourages the Department to work with the Professional Standards Board, State Board of Education, and P-20 Council to recommend minimum literacy requirements for seven educator positions: early childhood teachers, elementary teachers, reading specialists, reading interventionists, special education teachers, and literacy coordinators

Suggests methods for demonstrating reading instruction competency, including certification exams, competency-based professional learning, micro-credentials, and replacing current Reading and Language Arts subtests with tests measuring evidence-based reading components

Builds on Senate Bill No. 133 (2021), which required educator preparation programs to train teachers in essential components of literacy instruction

Requires the Department to submit a final report with findings, recommendations, and an implementation plan by December 1, 2022 to legislative leadership, the Governor, and education boards
