Designates August 31, 2021, as "International Overdose Awareness Day" in Delaware to honor those lost to overdoses and reduce stigma related to substance abuse disorders.

Requires state flags to be lowered to half-staff at all state facilities on this date, with encouragement for local governments, businesses, and individuals to do the same.

Notes that Delaware has the second-highest rate of overdose deaths per 100,000 people in the United States, and that opioid-related deaths account for approximately 136 deaths per day nationwide.

Recognizes the "third wave" of overdose deaths since 2013 driven by synthetic opioids, particularly illicitly manufactured fentanyl found in combination with heroin, counterfeit pills, and cocaine.
