Establishes a one-time, 3-month Toll Violation Amnesty Program for unpaid tolls on I-95 and SR 1 from January 1, 2014 through April 30, 2020, covering violations in Delaware totaling $143.4 million with an 8.4% collection rate.

Requires payment of full unpaid tolls plus a tiered amnesty fee ranging from $60 for up to 10 violations to $1,110 for 651+ violations, in lieu of standard administrative fees ($25), civil penalties ($25), and fund contributions ($10-$15 per violation).

Program must begin within 60 days of enactment and last 3 months, with 60-day notice provided to eligible violators to accept amnesty terms; partial payments apply to toll debt but reinstate full penalties if not completed by program end.

Directs 12% of amnesty fees to the Volunteer Ambulance Company Fund and 17% to the Fund to Combat Violent Crimes for violations occurring after January 31, 2017.

Applies to both residential and commercial vehicles registered in any state; Department of Transportation authorized to implement reasonable program requirements.
