Designates August 31, 2022, as "International Overdose Awareness Day" in Delaware to mourn those lost to overdoses and reduce stigma related to substance abuse disorders.

Directs the state flag to be lowered to half-staff at state facilities on this date and encourages local governments, businesses, and residents to do the same.

Cites that the United States experiences approximately 70,630 opioid-related deaths annually, with Delaware having the second highest overdose death rate per 100,000 people in the nation.

Recognizes that synthetic opioids, particularly illicitly manufactured fentanyl, have driven a "third wave" of overdose deaths since 2013 and are often mixed with heroin, counterfeit pills, and cocaine.

Acknowledges that policy initiatives, educational efforts, and access to services are life-saving measures in addressing the opioid epidemic affecting Delaware communities.
