Department of Health and Social Services must submit a comprehensive report by September 15, 2021 on the Delaware Purchase of Care (POC) program covering Fiscal Years 2018-2021, including monthly participant numbers, total spending, and funding sources (state, federal, CARES Act, ARPA).

Initial report must include active participants broken down by POC versus POC Plus status, age, county, and provider type (center, family, large family, or school program).

Initial report must include demographic data on children and families served, including race, IEP/IFSP status, household income range, homelessness status, and foster care involvement.

Department must provide bimonthly reports beginning September 15, 2021 and ending September 15, 2022, containing participant numbers, demographics, spending breakdown, and Child Care Resource and Referral (CCR&R) assessments of unmet family needs including infant/toddler care, dual language learner services, and off-hours care shortages.

All reports must be submitted to the Controller General, Office of Management and Budget Director, Joint Finance Committee Co-Chairs, and Delaware Early Childhood Council.
