Designates April 27, 2022, as "Ulysses S. Grant Day" in Delaware to commemorate the 200th anniversary of Grant's birth on April 27, 1822.

Recognizes Grant's military leadership as supreme commander of Union armies during the Civil War, culminating in General Robert E. Lee's surrender at Appomattox Court House on April 9, 1865.

Honors Grant's presidency (1869-1877), including his securing ratification of the Fifteenth Amendment prohibiting racial discrimination in voting rights and signing the creation of the Department of Justice and Civil Rights Act.
