Direct the Department of Health and Social Services to submit quarterly reports on Purchase of Care (POC) enrollment, spending, and unused spending on September 15, 2022; December 15, 2022; March 15, 2023; and June 15, 2023.

Require POC reports to detail active participants by age, county, and provider type; demographics including race and special needs status; enrollment trends from Fiscal Years 2018-2022; and families losing eligibility due to increased income.

Require spending reports to show total POC spending by source (state, federal, one-time funds), anticipated monthly spending, unspent FY23 budget, and cost analyses for expanding eligibility to 200% of Federal Poverty Level and increasing provider rates.

Direct the Department of Health and Social Services to begin data collection for cost estimation modeling by January 31, 2023, with progress summaries included in March and June quarterly reports.

Direct the Office of Child Care Licensing to collect updated licensed child care capacity data during annual licensing visits and submit a progress report by January 1, 2023; submit all reports to the Controller General, Office of Management and Budget, Joint Finance Committee Co-Chairs, and Delaware Early Childhood Council.
