Removes all criminal and civil penalties for possession or use of a personal use quantity of marijuana for adults 21 years of age or older.

Defines "personal use quantity" as 1 ounce or less of leaf marijuana, 12 grams or less of concentrated cannabis, or cannabis products containing 750 milligrams or less of delta-9-tetrahydrocannabinol.

Legalizes "adult sharing" of a personal use quantity of marijuana between persons 21 or older without remuneration and permits possession, use, display, purchasing, and transportation of marijuana and marijuana accessories.

Maintains prohibitions on public consumption, growing or manufacturing without a license, and selling marijuana without authorization.

Modifies drug paraphernalia laws to exclude items intended for use with marijuana and prevents dual charging for marijuana possession paraphernalia violations.
