Creates a special registration plate for vehicles owned by the Department of Safety and Homeland Security and assigned to the Delaware State Police.

Applies to motorcycles, private passenger vehicles, and trucks or vans with a GVWR of 10,000 pounds or less.

Requires a one-time administrative fee of $10 in addition to annual registration fees, with collected fees used by the Division of Motor Vehicles for plate-related administrative costs.

Reserves license plates with the prefix "ST" numbered consecutively starting with "ST2" for the special plates, which need not bear a registration sticker and instead require the State Police Superintendent to maintain fleet records.

Allows the Division of Motor Vehicles to design the plates in conjunction with the Delaware State Police and to promulgate necessary rules and regulations.
