Allows applicants with accepted entrance plans and erosion/sediment control permits to request temporary entrance permits for commercial or economic development construction activities, which must be issued within 10 business days.

Specifies that applicants performing construction under temporary permits do so at their own risk, and the State is not responsible for project denials, plan modifications, or permits not being issued.

Prohibits certificate of occupancy issuance until the entrance plan is approved and entrance construction is substantially complete.

Defines "economic development project" as a development project creating full-time jobs that is consistent with adopted local comprehensive plans and zoning ordinances.

Makes technical language changes to conform statute to Delaware Legislative Drafting Manual standards, changing references from "person, firm, or corporation or the like" to "person, firm, or corporation."
