Establishes a statewide transportation impact fee for new developments located in Investment Level 1 or 2 areas designated in the Strategies for State Policies and Spending that are not within an existing Transportation Improvement District, effective by January 1, 2024.

Impact fee calculated based on the reasonable proportionate share of projected costs to bring transportation infrastructure up to state standards, assessed on a net per trip basis using the Trip Generation Manual published by the Institute of Transportation Engineers.

Fees collected must be used to fund off-site improvements in the same county where collected, including upgrading roads, pedestrian facilities, intersections, and acquiring necessary rights-of-way and easements.

Developments generating less than 3,000 net vehicle trips per day are exempt from traffic impact study requirements but must still pay the transportation impact fee.

Allows developments that perform traffic impact studies and implement off-site improvements to credit design, construction, and right-of-way acquisition costs against the required transportation impact fee.
