Establishes the Motorcycle Rider Education Advisory Committee as a permanent statutory body to monitor and improve the Motorcycle Rider Education Program established in 1985.

Committee responsibilities include monitoring the Program, receiving input from State agencies and the public, assessing future needs, reviewing related legislation, and analyzing motorcycle accident statistics.

Committee composition consists of 15 members: one House representative (Chair), one Senate member (Vice-Chair), the Controller General or designee, one Department of Transportation employee, one Office of Highway Safety employee, and nine public members appointed by legislative leadership.

Committee must meet at least quarterly with a quorum requiring a majority of members present; official actions require majority approval.

The General Assembly must provide reasonable and necessary support staff and materials for the Committee's operations.
