Allows artificial entities including corporations, partnerships, trusts, and limited liability companies to vote in Seaford municipal elections if they own property in the city and are registered as of the day of final registration preceding the election.

Requires artificial entities to be domestic Delaware entities in good standing and to cast votes through a duly executed and notarized power of attorney, corporate resolution, or authorization affidavit designating an attorney-in-fact.

Designates the person casting a ballot on behalf of an entity must be at least 18 years old and a U.S. citizen, with documentation filed with election officials at City Hall.

Implements "one person/entity/one vote" principle, limiting voters to a single vote regardless of multiple property ownership or dual resident-owner status.

Establishes voter registration through Delaware's Online Registration System for residents and natural persons, while non-resident property owners register in the "Book of Registered Voters" maintained at City Hall, effective starting with the 2024 municipal election.
