Repeals existing § 4137 regarding alternative service models for school breakfast and creates a new Free School Meals for All Program

Requires all Delaware schools participating in the School Breakfast Program and National School Lunch Program to provide free breakfast and lunch meals to any student who requests them without regard to family income or eligibility status

Schools participating in the Community Eligibility Provision must offer breakfast through alternative service models (Breakfast in the Classroom, Grab-and-Go Breakfast, or Second-Chance Breakfast) in addition to traditional breakfast service

State Department of Education shall reimburse schools for free meals equal to the federal free reimbursement rate multiplied by total eligible meals served, minus federal reimbursements already received

Act takes effect 30 days after the Controller General publishes notice that funds have been appropriated to implement the program
