Establishes the Clean Water Trust Oversight Committee with 7 members including the Secretaries of Natural Resources (Chair), Health and Social Services, Finance, Agriculture, Transportation, and the Chair and Co-Chair of the Joint Capital Improvement Committee.

Requires the Committee to produce an annual "Mulrooney Report" accounting for sources, benefits, and uses of Clean Water Trust account funds and other state/federal water quality programs including wastewater, stormwater, drinking water infrastructure, and conservation programs.

Mandates an annually updated strategic plan including multi-year water quality goals, project prioritization, drinking water testing priorities, and recommendations for minimum funding levels for low-income and underserved communities.

Requires the Committee to hold at least 3 publicly noticed meetings in Dover before the initial annual report and strategic plan, with at least 1 public meeting annually thereafter.

Specifies that the Committee must submit the annual report and updated strategic plan to the General Assembly, Governor, and Division of Research of Legislative Council no later than February 1 of each year.
