Direct the Delaware Department of Natural Resources and Environmental Control (DNREC) to conduct and publish an assessment of existing residential electric vehicle supply equipment (EVSE) by December 31, 2023, identifying gaps in availability and deployment strategies, with updates every three years until September 30, 2032.

DNREC shall facilitate and coordinate incentive programs to increase EVSE availability at Delaware residences, prioritizing single-family homes lacking designated off-street parking and multi-family dwellings such as apartments and condominiums.

DNREC shall use funds allocated under Title 7, § 6046 to develop and administer incentive programs for EVSE in geographic locations and end-uses where gaps are identified in the assessment report.

The bill takes effect upon enactment, and Section 1 repeals automatically 6 months after DNREC notifies the Registrar of Regulations and legislative leadership that available program funds will be exhausted within the following year.
