Prohibits government entities from seeking, obtaining, or using reverse-location court orders that identify unnamed persons' electronic devices in a given geographic area at a given time.

Prohibits government entities from seeking, obtaining, or using reverse-keyword court orders that identify unnamed persons who electronically searched for particular words, phrases, or websites.

Bans voluntary reverse-location and reverse-keyword requests (requests without court orders) by government entities, including offers to purchase such information.

Requires suppression of all evidence obtained through violations of these prohibitions and declares such evidence inadmissible in any criminal, civil, or administrative proceeding.

Creates a private right of action allowing individuals whose information was obtained in violation of the law to sue for damages of at least $1,000 per violation, punitive damages, injunctive relief, and attorney's fees.
