Establishes a state-funded medical assistance program for children residing in Delaware who are ineligible for Medicaid or federally-funded coverage, to be implemented by January 1, 2024.

Children qualify if family income is at or below Delaware Medicaid or Children's Health Insurance Program (CHIP) income guidelines, with no asset limits.

Coverage mirrors Medicaid and CHIP benefits but excludes inpatient hospital services and other facility-based inpatient care.

Extends CHIP coverage to provide prenatal, labor and delivery, and postpartum care to pregnant people regardless of immigration status, with a required state plan amendment submission.

Program operates using non-federal funds within annual appropriations limits.
