Adds a new authorized campaign expenditure category allowing political committees to donate to religious, charitable, educational, or scientific organizations exempt from Delaware income tax under § 1902(b)(2) of Title 30.

Permits political committees to make donations to volunteer fire companies as an authorized campaign expenditure.

Amends § 8020 of Title 15 of the Delaware Code by adding item (21) to the list of authorized uses of campaign funds.
