Establishes comprehensive regulatory framework for pet insurance in Delaware by creating Chapter 88 of Title 18, modeled on the National Association of Insurance Commissioners' Pet Insurance Model Act.

Requires pet insurers to disclose key policy provisions including preexisting condition exclusions, hereditary/congenital disorders, chronic conditions, waiting periods, deductibles, coinsurance, and annual/lifetime limits prior to purchase.

Limits waiting periods to maximum 30 days for illnesses and orthopedic conditions (accidents excluded) and allows policyholders to waive waiting periods upon veterinary examination; prohibits waiting periods on policy renewals.

Mandates insurance producers complete training on preexisting conditions, waiting periods, difference between pet insurance and wellness programs, hereditary/congenital disorders, and underwriting practices before selling pet insurance.

Requires pet insurers to provide 30-day free examination and return period for policies, establish separate terms and costs for non-insurance wellness programs, and clearly disclose that wellness programs are not insurance.
